On September 19, a meeting occurred in Hanoi between the joint high-level EU-EIB delegation and the Department of Climate Change (Ministry of Natural Resources and Environment).
During the meeting, Mr. Peteris Ustubs, Director for Middle East, Asia, and the Pacific at the European Commission's Directorate-General for International Partnerships (DG INTPA), praised the efforts of Viet Nam's Joint Implementation Support Group for the Just Energy Transition Partnership (JETP), led by the Ministry of Natural Resources and Environment, in promoting JETP activities. He emphasized that EU support includes loans and grants, and the EU is keen to understand Viet Nam's project and policy priorities to assist in JETP implementation effectively.
Mr. Pham Van Tan, Deputy Director of the Department of Climate Change and Deputy Head of the JETP Implementation Support Group highlighted that energy transition is essential for sustainable development, and JETP is a vital tool for Viet Nam to achieve this goal.
Regarding JETP implementation progress, Viet Nam announced its Resource Mobilization Plan (RMP) for JETP at the COP28 Conference in Dubai, UAE, in 2023. The RMP outlines over 200 investment projects and over 50 technical support projects.
Since early 2024, Viet Nam has identified three major issues that need approval: a Monitoring and Evaluation Framework for JETP implementation, a list of JETP investment projects, a list of technical support projects, and a JETP policy framework.
Mr. Tan also discussed several policies that have been introduced recently, such as the mechanism for direct power purchase agreements between renewable energy producers and large electricity consumers, Viet Nam's hydrogen energy development strategy for 2030 with a vision to 2050, and the Prime Minister's decision to update the list of greenhouse gas emission sectors required to conduct emissions inventories. Additionally, the government is currently reviewing a draft decree of Decree 06/2022/NĐ-CP on greenhouse gas emission reduction and ozone layer protection.
Ms. Thouraya Triki reaffirmed the European Investment Bank's (EIB) commitment to participating in JETP in Viet Nam. The financial resources are ready, and agreements can be signed once the list of investment projects is finalized. Beyond the ready-to-go projects, the bank also explores investment opportunities in other JETP areas, such as offshore wind power. Ms. Triki hoped the Ministry of Natural Resources and Environment would coordinate with different ministries to accelerate JETP implementation in Viet Nam.
