The Prime Minister signed Decision No. 13/2024/QD-TTg on August 13, 2024, which updates the sectors and facilities required to conduct greenhouse gas inventories.
According to the Decision, 2,166 greenhouse gas-emitting facilities across 5 sectors must conduct greenhouse gas inventories in 2024. Specifically, 1,805 facilities in the industrial sector, 75 in the transportation sector, 229 in the construction sector, and 57 in the natural resources and environment sector must carry out these inventories.
The sectors required to conduct greenhouse gas inventories include: energy, construction, industrial processes, waste, agriculture, forestry, and land use.
The government requires facilities listed under each ministry or sector to conduct greenhouse gas inventories at the facility level and submit their inventory reports by government regulations on reducing greenhouse gas emissions and protecting the ozone layer, following the guidelines of the respective ministries.
Provincial and municipal People's Committees are responsible for directing relevant specialized agencies to supervise the listed greenhouse gas-emitting facilities within their jurisdictions to conduct inventories as required. They must also update and adjust the list of facilities needing to conduct greenhouse gas inventories and submit this information to the Ministry of Natural Resources and Environment and the relevant management ministries.
Previously, in 2022, the Prime Minister issued a list of 1,912 greenhouse gas-emitting facilities required to conduct inventories. This update adds 254 facilities.
